Looking For Easy to Create Award Certificates

I work in the human resources department for a rather large credit card processing company. the management has come up with a plan that is designed to raise the moral of the employees. Even though I was not involved with this decision, I agree that they have come up with a great plan. They are going to start handing out award certificates on a regular basis to deserving employees. They are still working on the criteria that will be used to determine who gets one and I will be in charge of creating the certificates. I am looking for a program that will make it easy for me to create professionally looking certificates.
