Avoiding Government Fraud

IF and only if (for the sake of discussion) there was one crime I wouldn’t commit, it is Government Fraud. The stakes are high. Plus I think when you commit government fraud you are in your right mind, you just needed to do it. As compared to killing somebody which could be a crime of passion or stealing food for example or medicines because you or your family needs it. Government Fraud can be avoided. So how can one avoid being included in these government frauds (not just any fraud but government) well avoid those people who will bring you to that.
