Tracing cell phone calls

Internet telephone calls are fast becoming a national security threat that must be countered with new police wiretap rules, according to an FBI proposal presented quietly to regulators this month.  Does anyone know how many cell phone calls are made in one 24 hour period with a reverse cell phone search in the mainland US.  The reasons for recording phone calls are numerous, and we can never discuss all of them as anyone can have a unique reason for recording a phone call.  The harassing and misleading phone calls are turning off potential voters so badly that some campaigns are contemplating shutting down their Get Out The Vote phone programs.
